Terms of Service

Version 0.1 · Takes effect at public launch

1. Who We Are

FLPPR, the Florida Private Provider Registry, is operated by Paradigm Labs LLC, an active Florida limited liability company, document number L25000384435 ("Paradigm Labs," "we," or "us"). These Terms govern flppr.app, its portal, API, and MCP server (the "Platform"). By using the Platform, you accept these Terms. If you act for an organization, you confirm that you may bind it.

2. Free Service

The Platform is free. We charge no fee to register, update information, or view registration data. We will clearly describe any optional paid feature before anyone chooses it.

3. No Government Affiliation

FLPPR is a private registration system, not a government licensing authority.

<!-- disclosure:short -->

FLPPR is operated by Paradigm Labs LLC, a private company, and is not a government agency.

<!-- /disclosure:short -->

We sync licensing data from public state sources, including DBPR. A verification date is not a government approval or licensing decision.

4. What the Registry Is (and Is Not)

FLPPR lets a private provider firm maintain one registration for every enrolled building department. Changes appear for those departments instantly, and FLPPR keeps delivery history. FLPPR does not issue licenses, approve permits, decide who may perform a service, or give legal advice. You remain responsible for checking official sources and following applicable law.

5. Accounts

Keep account information current and protect your credentials. Tell us if you suspect unauthorized access. Some actions require an electronic signature. By signing, you consent to an electronic transaction. FLPPR records the statement, signer, date and time, IP address, and user agent. Sign only when authorized and the statement is true.

6. Acceptable Use

Do not submit false information, sign without authority, access restricted information, test security without permission, disrupt the service, upload prohibited sensitive information, resell Platform data, or claim FLPPR is a government system. We may suspend access that threatens the Platform or registration reliability. We will give notice when practical.

7. API and MCP Access

API and MCP keys may have specific permissions and expiration dates. Keep them secret and revoke a compromised key. Activity under a key is treated as your organization's activity. We may limit access for security or stability. Information submitted through a key carries the same accuracy and signature duties as portal information.

8. Your Content

You own the information and documents you submit. You allow Paradigm Labs to use them to operate FLPPR, including showing a registration to enrolled building departments. You confirm that you may submit them and that they are accurate. Insurance information is the firm's attestation; FLPPR does not decide whether coverage is sufficient for a project. False statements may be corrected or withdrawn, may end access, and may have legal consequences.

9. Our Intellectual Property

The Platform and its original materials belong to Paradigm Labs or its licensors. Public state data remains public.

10. Records and Audit Trail

FLPPR keeps registration, signature, delivery, and change history. It may retain registrations after an account closes to preserve what building departments received and meet legal obligations.

11. Disclaimers

The Platform is provided "as is" and "as available." We do not promise uninterrupted service, error-free operation, or current state data. You remain responsible for your decisions.

12. Limitation of Liability

To the extent allowed by law, Paradigm Labs is not liable for indirect, special, incidental, consequential, or punitive damages, lost profits, lost data, or business interruption. Total liability for Platform claims is limited to $100. A limit does not apply where law forbids it.

13. Indemnification

You will protect Paradigm Labs from third-party claims caused by your content, signed statements, misuse, or violation of law. This applies to government entities only where Florida law permits.

14. Termination

You may close your account. Registrations already received remain in the registration history. We may suspend or end access for a material violation, security risk, or legal requirement. We will give notice and a chance to correct the issue when practical.

15. Changes to These Terms

We will give at least 30 days' notice before a material change. Continued use after it takes effect means acceptance. If you disagree, close your account. We archive each version.

16. Governing Law and Venue

Florida law governs these Terms. Any dispute must be brought in the state or federal courts in St. Lucie County, Florida, unless applicable law requires otherwise.
