Jurisdiction Participation Agreement

Version 0.1 · Takes effect at public launch

This Agreement is between Paradigm Labs LLC, an active Florida limited liability company, document number L25000384435, which operates FLPPR, and the local government or local enforcement agency identified at signing (the "Building Department"). An authorized official accepts it when the Building Department enrolls.

1. Authority to Sign

The signing official confirms authority to bind the Building Department and adopt an electronic registration method. FLPPR records the official, signature, agreement version, date and time, IP address, and user agent.

2. What Participation Means

The Building Department adopts FLPPR to receive and maintain registrations under section 553.791(4), Florida Statutes. FLPPR is a private registration system. The Building Department remains the local enforcement agency and keeps its legal authority and duties.

3. Standing Acceptance of Registrations

While enrollment is active, the Building Department accepts each active firm registration and later change delivered through FLPPR. This covers receipt and maintenance only. It does not require approval of a permit, inspection, or firm's work. The Building Department may still take any action allowed by law.

4. The Jurisdiction's Registration Ledger

FLPPR provides a ledger of firms, current registration information, and dated changes. Authorized users can print reports. The ledger shows what FLPPR delivered and when.

5. Notifications

The Building Department selects authorized notice recipients and keeps them current. Paradigm Labs sends selected notices and records delivery. Ending enrollment stops future notices and updates.

6. No Fees — Either Direction

Paradigm Labs charges no fee for enrollment, access, registrations, updates, or the ledger. The Building Department will not charge for a registration or update received through FLPPR, consistent with section 553.791(4), Florida Statutes.

7. Jurisdiction Responsibilities

The Building Department will limit accounts to authorized staff, remove departed staff, and use information for public duties. It will not resell data, present FLPPR as a government system, or require a firm to repeat information already accepted when law forbids that requirement. FLPPR does not hold sensitive identity information. The Building Department must request it directly from the firm and only when legally allowed.

8. Paradigm Labs Responsibilities

Paradigm Labs will operate FLPPR with reasonable care, keep registration and signature history, sync public state licensing data, and show when it was checked. A verification date is not state approval. Paradigm Labs will provide authorized access and notice of material changes. Each party remains responsible for its public-records duties.

9. Withdrawal and Termination

The Building Department may withdraw by notice. Withdrawal normally takes effect after 30 days unless law requires sooner. Paradigm Labs may end enrollment for an uncured material breach after 30 days' notice or discontinue FLPPR after 90 days' notice. Earlier registrations remain in department history. Paradigm Labs will provide a free ledger export. FLPPR then stops delivery, the Building Department resumes its own registration system, and firms are told to use another method.

10. Liability

FLPPR is free and provided "as is." The Terms of Service disclaimers and $100 liability limit apply. Nothing waives sovereign immunity or increases the Building Department's liability. No indemnity applies except where Florida law permits it.

11. Electronic Signature Consent

The parties agree to sign electronically. The typed signature has the intended effect of a handwritten signature. The official consents to the transaction and retention of the signing record. The Building Department may request a copy.

12. Amendments

Paradigm Labs may update this Agreement. A material change for an enrolled Building Department takes effect after 30 days' notice. Continued enrollment means acceptance; the Building Department may withdraw first. Each version is archived.

13. General

Florida law governs this Agreement. Venue is in St. Lucie County, Florida, unless applicable law requires otherwise. This Agreement and the FLPPR Terms of Service are the full agreement about enrollment; this Agreement controls if they conflict. Registered firms may rely on Section 3 as evidence that their registrations were received.
